Launched in Q2 of 2022 with much fanfare, the City's Home and Business Protection Program (HBPP) was designed as a beacon of hope for Chicago residents and business owners. It promised to arm them with the essential tools needed to protect their properties and instill a sense of security. The program offered an attractive proposition: financial rebates covering a portion of the costs for outdoor security cameras and related subscriptions, outdoor motion sensor lighting, and vehicle GPS tracking devices.

Upon learning about the HBPP, it initially appeared as though the city truly had the residents’ and business owners' best interests at heart. Unfortunately, the program’s execution was deeply flawed. Of the $5 million earmarked for the program, less than 1% — approximately $8,500 — was allocated towards rebates for vehicle tracking solutions. A multi-million-dollar program that resulted in only approximately 100 Chicago residents—out of millions receiving reimbursements for vehicle trackers—strikes me as less than successful. Does it to you? In retrospect, a significant factor that likely contributed to this outcome was the absence of effective marketing by the city for vehicle GPS trackers. Critical details regarding where to purchase, how to install, and which tracker best suited individual needs were not made readily available, which may have led to the low uptake.
